On July 14th, at Kelly Group's Shaoxing headquarters, a meeting focused on high-quality industry development was grandly held. That day, the drafting group for the national standard Biaxially Oriented Polypropylene (BOPP) Films for General Use was formally established, and the first standard revision working meeting was successfully convened. This marks that China's BOPP film industry is about to usher in an entirely new national standard, injecting powerful momentum into driving industrial upgrading.
The meeting was initiated by the National Technical Committee for Standardization of Plastic Products, bringing together a drafting working group composed of representatives from core manufacturing enterprises, scientific research institutes, authoritative testing organizations, and well-known downstream users. The meeting confirmed that the current national standard GB/T 10003-2008 will undergo a systematic revision to better align with current industry development and cutting-edge technological requirements.

At the opening of the meeting, Chen Lihong, General Manager of Kelly New Materials, stated in her welcoming remarks: "It is a great honor to host this important meeting at Kelly. Kelly deeply understands the power of standards. In recent years, we have actively participated in the formulation and revision of standards at various levels. To date, we have cumulatively contributed to 1 national standard, 1 local standard, led 4 national group standards, participated in 3 national group standards, and issued more than 30 enterprise standards. Through our practice with standards, we have come to deeply appreciate that: internally, standards are the core driver for quality improvement, efficiency enhancement, cost reduction, risk control, knowledge consolidation, and innovation; externally, standards are the winning weapon for enterprises to earn trust, build brands, open up markets, strengthen competitiveness, and lead the industry."

The meeting was efficiently conducted under the chairmanship of Professor Xu Bo, Director of the National Technical Committee for Standardization of Plastic Products (TC48). Leaders and representatives from participating drafting organizations attending the inaugural meeting included: Professor Wang Xiangdong, Secretary-General of the National Technical Committee for Standardization of Plastic Products (TC48); Fang Rong, Deputy Director of the Keqiao District Market Supervision Administration; Li Jianqing, Chief of the Quality and Standards Division of the Keqiao District Market Supervision Administration; Chen Lihong, General Manager of Zhejiang Kelly New Materials Co., Ltd.; Professor Wei Liming, Chief Engineer of Shanghai Ruoyi New Materials Technology Co., Ltd.; Zhou You, Technical Director of Brückner China Co., Ltd.; and 22 others in total.



The attendees engaged in in-depth discussions on the framework for the standard revision and clearly defined the division of responsibilities and key milestones. Industry experts unanimously agreed that this revision must be grounded in an international perspective while also taking into account the characteristics of China's industrial chain, in order to create an industry benchmark that is both advanced and operationally practical.

The level of enterprise standards often directly reflects a company's management capabilities, technical strength, and market competitiveness, and represents the only path for modern enterprises to achieve high-quality development. Kelly will, as always, actively participate in the formulation and revision of national standards, and proactively promote standard drafting for its overseas factory in Vietnam and for emerging domestic application sectors.
